Xi Jinping’s Congratulatory Letter to the “International Symposium on the 30th Anniversary of the Adoption of the UN Declaration on the Right to Development”
On the occasion of the 30th anniversary of the adoption of the United Nations’ Declaration on the Right to Development”, representatives from various countries have gathered in Beijing to attend the “Sharing the development: create more benefits for people of all countries” symposium. The symposium is of great significance to the promotion of international human rights cooperation, and the improvement of the international human rights cause and human rights development across the globe. On behalf of the Chinese government and the Chinese people, and in my own name, I extend warm congratulations to the symposium.
Development is an eternal theme for the human race. The UN declaration affirms that the right to development is an inalienable human right. As the world’s largest developing country of over 1.3 billion people, China regards development as the key to solving all problems and the primary task for the Communist Party of China in governing and rejuvenating the country. China insists on a combination of the principle of human rights’ universality and the nation’s actual conditions, and insists that the rights to live and development are primary basic human rights. For years China has put the people first during its development, increasing their benefits, ensuring the people are their own masters and supporting development in an all-round way. These are both the starting points and the goals of development. China has effectively safeguarded the people’s right to development and carved out a human rights development path with Chinese characteristics. China has actively participated in global governance and made great efforts to promote inclusive development, striving to create conditions and opportunities for all countries, especially developing countries, so that they may share the fruits of development.
Currently, as the Chinese people try hard to realize the “two centenary goals” and the Chinese dream of rejuvenation, they will live happier lives and have their rights better safeguarded. China will continue to make greater contribution to human development and progress.
Thirty years ago, with efforts from various countries including China, the United Nations adopted the Declaration on the Right to Development, which has played an important role in promoting human society development. China hopes the international society, with the UN 2030 Agenda for Sustainable Development as a new starting point, will strive to realize common development as it navigates a “fair, open, comprehensive and innovative” path. I hope all guests have the opportunity to engage in deep discussions and exchange insights, so as to contribute wisdom and strength to help people of all countries fully enjoy human rights.

From December 4 to 5, 2016, the Information Office of the State Council and the Ministry of Foreign Affairs co-sponsored the International Symposium on the 30th Anniversary of the Adoption of the UN Declaration on the Right to Development held in Beijing. Chinese President Xi Jinping sent a congratulatory letter to the Symposium. Liu Qibao, Member of the Political Bureau of the CPC Central Committee, Secretary of the Secretariat of the CPC Central Committee and Minister of Publicity of the CPC Central Committee, attended the Symposium and delivered a speech. More than 150 dignitaries, senior officials and scholars from more than 40 countries, regions and international organizations present held in-depth discussions on experiences and wisdom gained of common development and explored effective ways for the realization of human rights progress focused on the theme of “Sharing Development: Creating More Benefits for People of all Countries.”
The participants spoke highly of President Xi Jinping’s letter of congratulations to the Symposium. They believed his message had rich connotations, announcing to the world the basic focus of the CPC and the Chinese government in regard to the right to development, and indicating China’s will and its aspiration to work together with the international community to further promote the development of human society. They also said the message provided the general keynote for the Symposium. During the meeting, participants spoke highly of China’s efforts and achievements in promoting the development of human rights at home and abroad. They believed that China attached great importance to the Declaration on the Right to Development and actively implemented the UN Sustainable Development Agenda for 2030, and was fast becoming a leader in the world’s development cause.
The Symposium had four sub-topics: the realization of the sustainable development agenda and the realization of the right to development; the historical status and practical significance of the Declaration on the Right to Development; the best practices and experiences capable of being shared for realization of the right to development; and the path to the promotion of the right to development through international cooperation. The participants discussed in depth how each country could work to promote human development according to its own actual conditions, but also how to work to promote international human rights cooperation between developing countries and between them and developed countries, and how to promote the development of international human rights undertakings. The Symposium adopted the Beijing Initiative to commemorate the 30th anniversary of the adoption of the Declaration on the Right to Development, clearly stating that the right to development should be shared by all peoples and that all countries had an obligation to cooperate in ensuring development and removing any obstacles.
Some of the papers submitted to the Symposium have now been collected and published in a book in four parts according to the general theme. We hope this book will express our goodwill in promoting healthy development of the world human rights cause and international human rights cooperation at the time of commemorating the 30th anniversary of the adoption of the Declaration on the Right to Development. The views expressed in each of these papers solely represent the author’s personal opinions and cannot be taken to represent the views and opinions of the organizers.
