Public speaking skills of EFL learners have long been a common request to both college English learners and English majors in universities of China.It is clearly stated in the latest College English Curriculum Requirements （2007）， released by China's Ministry of Education， that the "higher requirements of speaking" means that students should be able to "deliver papers at international conferences and participate in academic seminars." The 2000 National Curriculum for English Majors required that a student， upon graduation， be able to "communicate with foreign guests fluently and appropriately on major social issues at home and abroad； express his／her opinions logically， thoroughly， and coherently."
Besides the prescriptive aim set by national language policy makers， in daily classroom practice， students are required to do a plethora of oral activities which involve skills of public speaking， like answering questions， engaging in pair／group discussion， speech delivery， project presentation， debate and so on.However， taking students' overall performance into consideration， good public speaking skills seem to be the privilege only of a small number of exceptionally talented students.One of the appalling phenomena of students' public speaking practice is that a majority of them deliver their speeches in the form of mechanical recitation which resembles a monologue and shows no connection with the audience （Hu， 2009）.
