Managing and adapting to disaster risks involve a variety of dimensions within economic, social, and ecological systems, and there are four major issues which should be covered: improving the integrated system, promoting coordinated management, emphasizing gradebased response, and improving resilience.Bearing in mind the policy synergy among different sectors, there is a need to improve the risk management system so that it is tailored to the evolution laws of climate extremes and disasters and covers the entire process ranging from disaster preparedness, monitoring and warning, relief, to disaster recovery, and reconstruction.Alignments need to be considered between disaster management and climate change adaptation, between international mechanism and domestic policy, and among regional policies.The system must preserve the principles of unified command, graded responsibilities, coordination, and informed response.The roles of national and local governments in the DRM system must be defined and the roles of governmental departments and individuals must also be defined.Resilience to the adverse impacts of climate extremes and disaster risks should be enhanced through effective reduction of the vulnerability and exposure of the hazardaffected body in order to ensure sustainable socio—economie development.
In addition to IPCC, other international organizations and agencies, including UNISDR, the World Meteorological Organization (WMO), the United Nations Environment Programme (UNEP), the World Bank Group (WBG), and the Asian Disaster Reduction Center (ADRC), have made contributions to the management and adaptation to climate extremes and disaster risks.The main ideas and experience proposed by those international organizations and agencies include: building a complete and sound legal system for disaster risk reduction and climate change adaptation with an emphasis on institutional arrangement and risk governance as soon as possible; mainstreaming DRM into the national development planning process and linking it closely with poverty reduction, sustainable development, and Millennium Development Goals; promoting local capacity building and advocating bottom—up approaches; using available capacity and resources to identify risks; allocating sufficient financial resources for the prevention, response, and recovery of climate disasters; enhancing cost—benefit analyses in order to help strategic planners and financial practitioners weigh the investment in disaster risk reduction; bringing the private sector into full participation in order to seek additional financial resources for disaster risk reduction; and giving science and technology a lull play.
